Irish citizen obtaining a business visa in London

Rachel: Hi I am an Irish citizen resident in London for the last 5 years. I need a business visa to visit Russia. The company who will requesting my invitation have said that as I am an Irish citizen I will need to provide a residence permit or else apply for my visa in Ireland. I don't have a residence permit as I don't require one to live in the UK. Could you please advise whether I am able to apply for my visa in London. Thanks
